Limits and drawbacks

  • The 70,000 USD route is not passive: it requires a genuine SUACE business plan and local job creation, and the amount is committed over ten years — treat it as starting a company, not parking money.
  • The Investor Pass is brand new (April 2026), so the process and its interpretation are still settling; confirm current requirements with Migraciones before committing.
  • Citizenship after three years is real but discretionary: it expects genuine residence and ties and some Spanish or Guaraní, and it is not granted automatically on the calendar.
  • Paraguay is landlocked and low-profile; judge it as a low-tax base and a fast citizenship route, not as a lifestyle or mobility upgrade on day one.
