Caribbean price harmonisation: where the numbers actually stand

The five Caribbean citizenship programmes now advertise donation minimums clustered around a common floor of about US$200,000 — the headline "harmonisation" the region moved toward. But a harmonised headline is not a harmonised price: once per-person government and due-diligence fees are added, the real totals still diverge. Dominica’s US$200,000 headline, for instance, reaches roughly US$284,500 for a single applicant once fees are counted.

Dominica signals tighter rules — but the detail isn’t settled

Dominica has long been the most fully remote Caribbean citizenship — no interview beyond the mandatory one, no stay, no visit. In July 2026 the Prime Minister announced new requirements. But the detail is genuinely unsettled: secondary sources cite different measures, and as of 19 July 2026 the CBIU website sets out no physical-presence or in-person collection rule, nor an effective date. We report what is announced and what is not yet established, rather than pick a version.

Malta after the CJEU ruling: what remains possible

On 29 April 2025 the EU Court of Justice ruled Malta’s citizenship-by-investment programme unlawful (Case C-181/23). Malta repealed it on 24 July 2025. Citizenships already granted stand, but the passport can no longer be obtained through a set investment. What remains is permanent residence through the MPRP, and a discretionary merit-based naturalisation with no fixed amount.
