What happened to the Canadian Investor Programme?
The Immigrant Investor Programme (IIP) operated from 1986 to 2014. It allowed: - Minimum investment of $800,000 CAD (later $2M) - In exchange for permanent residence (not citizenship) - Expected return period: 5 years
The programme was permanently closed in February 2014 due to overcrowding and backlogs. Immigration, Refugees and Citizenship Canada (IRCC) determined the programme was being abused and did not meet labour market needs.
Why it won't reopen
The closure was deliberate. IRCC found that: 1. The programme created immigration backlogs 2. Investor-class immigrants did not contribute to labour shortages 3. The ROI model (expected capital return) was inefficient 4. Funds often came from questionable sources
No equivalent programme has been created since. Canada's immigration model now prioritizes skilled workers and family reunification, not investor capital.

- Self-employed persons programme (very limited, for athletes/entertainers)
- Express Entry (Skilled Worker routes) — requires education + work experience, not investment capital

None of these lead directly to citizenship. Permanent residence requires ≥ 3 years, after which you can apply for citizenship.
