Limits and drawbacks

  • This programme is closed. The EU Court of Justice ruled it unlawful on 29 April 2025 (Case C-181/23) and it was repealed by Act XXI of 2025, in force from 24 July 2025.
  • Citizenships already granted before repeal are not revoked.
  • A discretionary merit-based naturalisation remains, but it has no fixed investment amount and is not an investment programme. For an active route, see Malta’s permanent residence programme.
