Portugal’s 2026 nationality law: ten years, not five
The change is legislative, not administrative: it sits in an organic law, the highest tier of Portuguese statute below the constitution, which makes it durable rather than a policy that shifts with each government. The clock also matters — reporting often glosses over when the residence period is counted from, and that detail can move a target date by years. Confirm the counting rule for your specific permit, not a general summary.
What has not changed is worth stating plainly, because alarmist coverage blurs it. The investment residence permit under Article 90-A continues to exist; holders keep their residence, their Schengen access and their right to live in Portugal. Naturalisation was always a separate, later step with its own conditions. The 2026 law lengthens that step; it does not close the door to residence.
For anyone weighing Portugal now, the honest framing is a longer commitment for the same eventual prize. If EU residence and lifestyle are the goal, little changes. If a passport on a fixed near-term date was the plan, that plan needs new numbers — and possibly a comparison with programmes on a different timeline. St Kitts makes in-person biometrics mandatory from 20 July 2026
The practical effect is a break with what made Caribbean citizenship distinctive: you could acquire it without ever setting foot in the country. St Kitts, the oldest programme, is now the first to require physical presence for biometric capture, and the requirement reaches backwards as well as forwards — existing holders are not exempt.
Two dates matter. New applicants are affected from 20 July 2026. Existing passport holders have until 31 July 2027 to enrol, after which their passport is treated as invalid for international travel until they comply. If you hold a St Kitts passport, that second date is the one to diarise now, because a passport that cannot be used for travel is not doing the job it was acquired for.
Read in context, this looks less like an isolated rule and more like a direction of travel for the region, as programmes tighten under external scrutiny. Whether other Caribbean programmes follow is not yet settled, so we do not assume it. Confirm the current enrolment procedure, locations and deadlines directly with the St Kitts CIU before you plan travel around them.
